I believe either a discordling stalker or a discordling sneak drops these - both spawn on first floor near Toiler Opanen spawn which has a room of 4 Discordling mobs and the sneak and stalker seem to spawn in the same spot each time but one spawns on one side and the other on the other side

I am also not sure which one of them drops it but I do know its one of those 2.
