ya, it would stand to reason, if you know anything about cultural armor, that this is what all your plate classes and chain classes will need to produce their level 85 cultural armor sets, as such, the relative value of these loams are most likely roughly 2-3 times what porous loams are going for on your server, possibly more.
It is not cultural. It isn't even tradeskill tagged. Looks like vendor loot, if it sells. Otherwise, it look slike an item that had an intended use/purpose... but that intended/purpose use enver got integrated into the game, but the drop did.
