ok lets think about this , bards do not get meditate , but with an item such as earing of solstice they get med at skill lvl one. so i would think that this item being equiptable for a bard then they should as well get the benefits,
Bards do get meditate at level 10... but it also caps at skill level 1. For the first 20 or so levels, even a skill cap of 1 makes meditate somewhat useful... but after 20, it's pretty much useless.
I have the same question as Chasteen, does it improve a characters ability to double attack if they only have double attack by aa? I kinda assume it will since Bracer of the Stoutheart gave my druid friend the ability to crit
The thing with Bracer of the Stoutheart is it's adding Chance "counters" insted of adding a numerical percent. This item does not, in fact, give people without Double Attack the ability to do so but that is only because it's an affect set by a percent. If you see a lockpicking mod item and say a monk can use it, they would not gain the lockpick skill because the modifier is a percent.

I'm presuming yes since like many people have said with other items with a midifier, if you don't have the skill then it doesn't matter how much the items adds because 3% of 0 is still 0.
Actually, Bards do not have DA, just DW. Bards can have a chance to DA with AA, but do not get the DA skill.
Also, in regards to the original question. Yes, 3% of 0 is 0, BUT we don't know for a fact whether the way this is coded, is to actually take your existing DA chance, and multiply by 1.03, or, rather, they just tack on 3% more chance. I.e. if you had a 50% chance to do a DA, then you wear this belt, does it make it a 53% chance to DA, (50+3) or does it make it a 51.5% chance (50 x 1.03) ?
See what i'm saying? If its flat out tack on 3%, i.e. Current DA chance + 3%, then those with 0 DA chance, i.e. bards, would then have a 3% base chance to DA.
