i got one of these in the bazaar.... of course, i had to scroll down to see the required level. *sigh*. i knew the price on it was too good to be true, but, i can use it now, and im pretty happy with it.

You did not list your level so that may be the reason. Or it maybe that you have not purchased the expansion, I don't know if its is true with this expansion but in the past if you did not own the expansion you could not use the item
