I tried most of the zones on this list. I found the best drop rates in Sol. A of the fire goblins, and in Blightfire Moors off the Mucktail Miners.

Saw 1....one....after about 100 burynai excavators in Kurn's tower.

Saw about 10 at the recondite camp in paludal, after clearing about 6 tents...seems pretty common. - Recondite pickpocket & recondite deceiver, recondite burglar.

It seems that Permafrost is a great place for drops for Tier 4 new cultural, which makes the Simple DoN armor. I got plate/chain, leather, and silk drops from there, both the primary (ore, animal pelts, silk) and secondary components (loam, marrow, spinneret fluid).

I was also getting Tier 3 drops there.
