Not going to brag about it being mana free, since illusion high elf uses next to no mana anyway, but besides the nice stats, it's an illusion spell that requires no spell slot.
High elf illusion useful to dark elves, for the faction (especially if they're agnostic). It's also useful to erudites and humans for mana free, spell slot free, infravision.
I believe the level to use the effect on this is 40.
There is an NPC troll in Grobb that talks about a ring that could make him into a high elf. Evidently, he used the illusion to get close to and kill high elves then sell the pies. I wonder if anyone has tried giving the ring to him...
I am a lvl 44 chanter on the Vallon Zek server. I was recently given one of these things and while I do find it quite useful, I am wondering if anyone from the VZ server has any input on how much this thing would go for. Thanks much.
I cant speak for others, but here's why I personnaly use it.
First off, stats are decent, with 3 more cha and 10 more mana than a gold black saphire earring.
Second, I am an erudite enchantress. So I'm blind when its dark. Illusion HE gives infravision. Having to right click an item is faster by far than switching spells to have UV or IV up. Simple as that =)

Why do enchanters get to use this, they get the spell at such a low lvl, I personally think its stupid to give an Enc any illusion item. The stats arent that good either.
This is a nice clickie for (non highelf) Enchanters. Toss an aug on this and it becomes a pretty good earring. I just wish they had one with illusion dark elf since I am casting that all the time.
Kind of like how druids and rangers get Snare clickable items, and clerics get Valor clickable items? Saves a spell slot, bud. Also, if anyone was able to use Illusion items, then enchanters lose one of their class-defining abilities. I can understand Bard- and rogue-usable illusion items (the whole deception thing, you know), but I can accept few (or no) illusion items for other classes.
Not that I don't want a clicky illusion item for my iksar, but hey, thems the breaks.
Anyone know when this starts working? It was given to my 38 enchanter but right clicking on it gives 'you are not sufficient level to use this item' (even though its a level 8 spell or something).
I'm guessing 45... they like having stuff go off at 45... anyone have any idea?
I'm a DE Rogue and I was wondering if I could use the effect of this item by right clicking on an open inventory slot. I know I can't wear it, but I want to know if that means that I can't even right-click for the effect. I'd really like the ability to get into the cities of the "good" races and this would be a lot easier than trying to get a Mask of the Coercer!!
The screenshot is pre-luclin etc. My hoop now says 'Effect: Illusion:High Elf (must be equipped)' or something, so no you can't use the illusion since rogues can't wear it.
(a)High elf illusion gives UV, a boon for the night vision challenged edrudite. (b)Quick cast time make is reasonable 'garbage buff' for fighting those dispelling uberesque MOBs.
I agree that as an Erudite Enchanter this would rock (despite my sig being druid based, my main is now in fact an Erudite Enchanter) and I am checking it out with the sole intent of going to get one..
However point a isnt quite correct Zarc, illusion high elf gives Infra Vision, not Ultra Vision, still a bodacious assist to an otherwise 'blind' race however.
I won the roll for this in Chardok on Rodcet Nife and am trying to sell it, but don't know what cost to go with.
I see that Mr. Anonymous thinks it could "sell for 10k easy", but I'd like some other opinions. As noted, the stats aren't THAT great, and Illusion: High Elf isn't as useful to a lot of people (Seems a great number of Enchanters ARE High Elves...).

If a guard is already chasing you, then you're already on his hate list. Simply changing your race won't make him stop chasing you, it will only make your corpse look different when he finally kills you.
None of the previous posts address what I think is the most interesting feature of this item. The screenshot says it is either ear or finger. Probably will drive the price up some, since its more flexible.
Very useful; saves that spell slot. If you happen to be "evil" and in a zone with both "good" and "evil" aligned NPCs you have everything you need not to be KoS right at your fingertips, without using any spell slots.
Also... I dunno how regular this is, but one time with DE illusion on my (good) gnome enchanter I got jumped by a "good" NPC; took illsuion off and the NPC walked away.
I believe the effect of this item would be most useful for an Enchanter of the Dark Elf persuasion as it would give you a "good" alignment race illusion at a moments notice in case of an emergency. Can't really think of an exact emergency, as of now, but it would still be best for them :)
Illusion: High Elf is a level 12 spell (I believe... my lvl 12 Erudite Enchie can cast it, in any case), so no, its not at all high level. However, I would consider this useful for several reasons. The HP/Mana are golden by the time you get this, as most or all Int-Casters will have 200 Int or more easily at this point, and more CHA is always nice for an enchie as well. Also, the spell is not *completely* useless, and it saves you the hassle of having to mem the spell to cast it if you want to use it. I use some pieces of Tolan's on my main, and while the effects on what I have aren't jaw-droppingly astounding, their useful, and they free up room for spells on my side bar.
Yeah, Illusion: High Elf is a (12)lvl spell. But it is an interesting effect to add to an item that's already nice on it's own. Saves yuh 5 seconds mem time)
As a 57 chanter, this would quickly be slapped on my ears to replace my gold black sapphire earrings. 2 ac, 10 more hp, and 3 cha to boot. Quite nice for enchanters with 200 int, as every bit of hp and ac helps when we get aggro(and we do), and mana to boot
