As I've posted in several other places, it seems that Lucy or the item collector or some such thing is ripping the info directly out of the game data. I've seen several items in game that only show that they have a required level, but the stats on the item display as though there is a reccommended level as well. If you look this item up in the bazaar (or barter, buyer, etc.) with a level 1 toon, it'll show you what I mean. Then look up Deathborn Hoop (just as an example). All the stats will display at full value, even though the required level makes it unequippable.

Nyteshayd: My guess would be it's a quirk based on who made the particular item. Lets say the item will only be worn by lvl 60+. One dev might assign a req lvl of 60 and a rec lvl of 60 (to be neat), whereas a different dev might just put a req lvl and then move on to the next item. At a glance both items would come out the same, but a lowbie player looking at the modified stats from a link would see a hidden recommended lvl. This theory is somewhat supported by the fact i have never seen an item who's rec and req lvls are the same, though I admit thats far from proof.
Sadidas: That was a typo by the guy who made the item. Take a look on Lucy's History of the item and you can see that about a week after your post they switched the rec and req levels around to amend their mistake.
