that's Blaze of the Lightbringer .. notice that the effect on the earring is Blaze of the Lightbringers .
Which is not listed in Lucy, because it is actually just the focus effect Draton'ra's Boundless Alacrity (uses the same spell id, [9601] which is why lucy and alla change the name) with a different name on the focus effect. Same Focus, different name.
