I just now looted it off a neriad mistress in the descending tunnel in Siren's Grotto. Lucky me. I never even had to leave the tunnel.

This shell is used in making Tainted Avalanche Ale for the 9th Coldain Ring quest.
This item is fairly common in Siren's Grotto. In two nights of camping in the zone (a total of 5 or 6 hours combined), we got around 10 of these, and around 7 of the one with the single charge of EB on (used for the 7th shawl quest).
Cloud is a level 20 Enchanter spell. Its part of their AC Buff line, and increases the AC of the target by 9-11 or so.
It could be a different effect (I'd hope so, for where it drops), but that's the one that jumped to my mind when I saw it.

Actually, this wouldn't be used to buff yourself (in most cases).
This is a component of Tainted Avalanch Ale, which is one of the toughest parts of the Ninth Coldain Ring quest. It requires 195+ brewing to have a chance of success, and is said to trivial at 248.
If you get one of these, please save people the trouble of farming these and don't cast the buff. :)

It doesn't matter if the shell charges are used up.
Actually it does matter, because this item is EXPENDABLE - meaning that when the single charge is used up, the item poofs.
