I just bought one for 15 plat, and i think i made a decent choice. I'm a cleric on the PvP diety server. Using a cracked staff at lvl 6 i severely needed a weapon upgrade. I must say i can stomp *** now with this weapon. The delay is slow but c'mon, its a lvl 20 drop, i think its rather nice for untwinked.
Though i didn't pay much notice, i seem to recall something different about the graphics on this weapon. The head wasn't very large and it had some color right before it. Though lookin back its 4am and i see whatever i feel like seeing.

This item Drps off Rathnor the Maimer, who spawns at the kobold camps in the northern forest part of the zone(not the highlands kobolds). He's about level 21 or so, and is an easy kill. He also drops the Blood Crusted Mace. This item really isn't all that bad, for the level its at. Remember also that the Blood Crusted Two Handed Sword (Drops in the Warrens) is a quest item, so perhaps these are the same.
Drops as well off of Someone-or-Another the Destroyer who does in fact spawn at the Highland camps (at least the raging highland one). He's lower though (conned green to me at 37 when everyone else conned cyan or blue) and dropped it the once out of two kills on him.

With that odd damage/delay, perhaps this is meant as a quest piece rather than a combat weapon?
