Been ehre since eq was born and no listing what merchant sells them are kidding me ? lol UN-beleiveable
No merchants do sell this. It's no trade, and is the one(s) you get when you first create a character. Originally you just got a single one, now you get one in your inventory and one in your first bank slot.
