I agree that lvl XII distiller is inappropriate for such a low level aug. Put it on a piece of No Trade gear that you are hoping to upgrade. By the time you are ready to upgrade, just destroy the gear and the aug. Then repeat the Witch quest if you still want the aug.
Don't remember if this quest says it's repeatable or not. But the Fletcher Orshawn aug (Petrified Bixie Pollen) quest is listed as non-repeatable. I found that quest was repeatable if you have destroyed the aug. This is speculation on my part, but it's likely that the Witch quest is the same way.
