Well, there's a rumor that lower charisma lowers the resist rate on a necro's fear. I've never tested this theory myself, but it would explain why most really good necro only equips lower charisma. Just my 2 cents.
Yup, that is the argument, and ppl say that Sony (or Verant back in the day) admited to that not being true. No, that is not what they said, what they said was, they didn't KNOW...personally, I hunted Sky Fire for 11 lvls...with lower Cha, yes, Fear stuck longer, and less resists, with higher Cha, resists and it would wear off faster...for me, lower cha works.

Wow this is a nice item, effect wont be much help on a DE necro, but the stats are nice, along with the ac.
