I don't know Necros very well, but why are these good? a Few saves and HP... I guess maybe if your INT is already maxed... I dunno, just random rambling.
The ONLY thing good about these boots, is Scale of Wolf. These boots are totally out there. 5str/sta..ooo...5mana? That helps...ummm, nothing. Maybe if you are young, and just starting out and can't afford the 2 or 2.5k for Golden Efreeti Boots, wich have int and 8ac, or Coldain Skin Boots, with 8 int and Mana...and AC...these are silly.

There are a couple reasons why these are nice boots for a necro. First of all, the 8 AC is pretty nice. There are better boots out there, but 8 AC is nothing to complain about. The extra 5 STR means that I will be able to carry more loot before I have to sell and bank. This is huge when I'm soloing in a dungeon somewhere. The extra STA and HP are good because necros are constantly trading HP for mana. The more HP you have, the more mana you can get for it before you have to stop and steal HP from a mob to heal yourself. The 5 mana the boots give isn't worth much, but free mana is always nice to have.
And then you get to the effect. Scale of Wolf is a level 29 druid spell that is much faster than SoW. The only problems with it are if you cast spells or enter melee combat, it disappears. For a necro, I'm not so sure this is all that good for everyday use. I like to run almost everywhere invis. It's a habit I picked up after getting killed by a guard in EC at level 13. I prefer getting a SoW and then just running invis. I guess this would be nice if you get in trouble and need to get away fast. Just target yourself, click the boots and run like a bard.
