Looks like someone read the wrong line when they were typing.
Here are the correct stats for the Cazic Thule imbued steelsilk belt (waistband):
AC 10, STR 5, DEX 4, INT 2, CHA -2, sv poison 3, HP 5, mana 5, wt 1.4
The WIS/INT/PR/HR/mana that Allakhazam's has listed is actually for the mask.

Anyhow, the Steelsilk armor is Erudite cultural armor. Granted, most of the cool stuff only fits certain classes, it's designed to help balance them out. Spefically the SK and Paladins, who up until 40+ are at a significant disadvantage to their counterparts.
If Erudites could be monks, I am sure some of it would fit them.
