a sea mephit evoker
a convergence of tide
Brinor Schimdtzen
a Hraquis grunt (only seen once, when one of these, usually found outside, warped into the tunnels and added to a fight)

The sea mephits are the best source for these, followed by the puddles of water. Personally I have NEVER seen a Kedge model drop these (except for the named Brinor once).... in fact, I wonder if those reports are mistaken. The Kedge models do drop the SHIMMERING SCALES, which LOOK identical but are not for the quest. I wouldn't bank money on getting the quest drop off any Kedge model mobs. If they DO drop them, it's rarely.

Too bad you need to actually LOOT these DURING the instance to get the update "(Collect evidence that Shissar were present") otherwise since they drop so often you could pile up 20 doing one instance and then just use the extras when you repeat the instance.
