I am not able to get more of these to make 20. Even asking quest npc for more supplies and I cant get anymore.

are you doing this to level up your tradeskill? please note - you don't have to make 20. when you hit the trivial, you can delete the quest and get the next one. after you hit trivial, the npc doesn't give you more.
