Don't forget about a ranger when it comes to this item, dex is one of the most important stats for rangers.and seeings how rangers usually have less hp/sta, well bonus there too =)
Well without jumping on the troll bandwagon, I would suggest that the ranger, in a guild that is NTOV capable, might find this item to suit her unique needs.
If your guild is just becoming NTOV capable, your rangers are probably just hitting level 60 and working on their AA for archery. Your guild is probably just now collecting a set of sleeper keys from the various sources, and your rangers are seeking Dex items to improve the frequency of their crits and hits. Increased hits and crits in Velious level end mobs translates to an increase in your guilds DPS (especially to mobs like the Dragon king and other perma-rooted not stuck in the wall encounters.
Once your rangers are armed with Primal, however, this item loses some of its luster. When Primal procs, your str and dex both jump 100 points, and most level 60 rangers will have a base stat over 155 (thus making the added 25 dex from this item less important)to the current stat cap of 255.
However with incoming PoP expansion, effective stat caps will be raised. This item then regains its importance, helping to raise even the primally equipped ranger to new levels. Armed with EQ AM3 and combat fury, coupled with a stat cap max in str and dex, I look forward to seeing the new "uber damage" posts that rangers will be posting.
Not trying to take anything from an other class, as this is a lovely item generally for whomever wins it.

He probably said that due to the 25 dex on it and the stamina. One of the main stats for a bard is dex. Also bards have notoriously low stamina and hit points and would greatly benifit from this amount of stamina. A lot of Main Tanks have reached 255 sta and the hard AC cap once they are in a guild able to obtain this item. Now there are many off tanks and secondary tanks in said guilds that would love this and may get "preference" for this item. Now when I say "preference" I mean that in a NON-GREEDY guild people would look at this item and see who in the guild would most benifit from it and would not enter into the lotto/DKP/whateveryourlootsystemis and allow those who would most benifit from it to go in for said item.
Ok, bear with me a moment: If Verant feels the need to put stuff like this in the game; an amulet to give you God_like stats, Belts that make you attack twice as fast, Procs from weapons too horrible and powerful to list, etc...
Doesn't all this mean that they plan on putting in some creatures to which this is like giving out party favors to the kids?

Ok tonight has been a night of many posts for me solely because VI has put insane items in that would make ANY class awsome. Making this all all IMO was probly a mistake on their part because you can pick any class and say BAM it should be mine for so and so reason BUT there is no true class to deserve this since Casters need the dex for makin spells get off while being hit and the STA makes them have the extra hp to take those hits they are ignoring.... Melees need the dex for procs and such on MANY dif items if they are using them and STA would just be grand for those extra tanking hits!
The misinformation to be found on these boards is mind-numbing. Dexterity does NOT in any way affect your ability to cast while being hit. The only thing that determines whether or not you'll continue casting is your channeling skill. Don't believe me? Ask Absor. Ask Brad. Ask Abashi. Just don't ask the level 40-ish and under players that believe every rumor they hear. I'm still aggrivated every time I hear someone say low charisma helps fear spells stick.
55 is a rough level of when you can fight with groups near the entrance and not die. You can do some of the quests, and collect armor pieces. This item, as well many of the more stunning items in ToV are found in the North Wing... An area where it wouldn't be far from suicide to going before 58, preferably 60.
