is there a way to get his being an Iksar, Im KOS. Or is my best luck to find a friend to get it for me?
Klok Acet in Field of Bone sells the purification tablet. loc -2458 +2982 upstairs.
I honestly doubt most Iksar will ever bother to raise all the factions needed to do this quest to sufficiently high levels. Unless you're very commited to raising your factions around Norrath anyway, this quest isn't worth the bother.
Face it. If you'd wanted to have good faction in lots of different places, you should have made an agnostic human monk, not an Iksar.

This is also available in West Freeport from Krystin Charcoal, near the NFP zone line, and from Toxidil at the entrance to the sewers.

Take one purification tablet and one water reed (foraged), combine in the water extractor,(bought in Cabilis) and you get 3 flasks of water.
