Alright, as a fairly high warrior (52) i have managed to sneak into many many high level raids. I can say that this weapon is, without a doubt, the best warrior weapon in the game without exception. the proc is HUGE taunt, it hits FAST and HARD making it large taunt, and it adds epic stats.
what warrior has 1hb? all. warriors should have 200 skill in 2hb 1hb 1hb 2hs piercing and maybe even hand to hand by level 40. i have comppleted all of this accept 2hb and hand to hand.
Give this to a monk and you get a pretty damned dead monk. Monks with celestial fists are hard enough to taunt off of, give them this and they could solo well, but then, on a raid they'd be looked at, bounced around, kicked in the nuts and then decapitated; all while the warrior was fighting like a SoB to get mr. Koi'Doken off of said monk.
Value? pretty much priceless. Dual wielding them would be extremely rare to find, i have never seen it. However, it would be the best taunt in the game, period paragraph.

Huh yeah, Warriors top out at 100 for Hand to hand BTW. Not sure why any War would wants this skill as there hands are not good weapons, and with out their armur they aren't going to be much good to anyone anyway. But hey what do I know, my war is only in his 20ies.....

I'm wondering ... I see all these posts that say give it to the warrior. OK sounds good to me I play a monk and even at 30 I prefer to not get agro, it hurts and that's what warriors are for. Anyway Do high level warriors actually use this weapon? I don't see any posts from warriors saying they want this weapon.

Yes they do use this. On Druzzil Ro, a 60 warrior in Vindication uses this in one hand and a primal sword in the other (not sure which is in offhand :\)

Remember, procs are spells- the proc wouldn't do you any good, even if it would go off at level one, because a large part of proc resistance is level-based. I learned this when I started tanking in the Overthere at 27 with a venom axe and wak of the frozen skies, and 150 dexterity. One time I actually counted- I proced six times, and all were completely resisted. When I got a few more levels on me, the resist rate on my procs dropped steadily until it almost disappeared at around 31. This was fighting mobs which run from about 30-39.

ya um people don't use SoD's to twink their alternate. I'm almost 100% sure ur guild would not let you twink your alternate with it. Someone in your guild probably needs it more than your lv 1 char.
And another thing even if it did proc at lv 1 u would almost never proc it. My old bard dual weilded wakazashis of the frozen skies and it procd once in awhile with 157 dex.

This weapon is huge taunt. We all know those chanter's DD is a mega taunt coz of damage + stun and we knows Paladin can get mob's attention coz of stun that he got. Monk get this = taunt a lot unless there is another warrior having this. but duel to monk hit faster and more dual wieird skill, he may have better proc. So just beware, 1 proc on King Tromax and ***** up the aggro is not a funny thing to your guild planner.

Thats a good point, only thing you forgot about is the effect of JWS won't take hold (Generating minimal hate) and it also has a **** ratio (less attks = less procs).
These are without a doubt, warrior weapons. Take a look at some of the other NToV weapons that have better hp / ac / ratio for other classes (Also, some nice ratio monk stuff coming from SOL).

I am a 54 enchanter on the Veeshan server. Your point that Tashani is a much bigger point is entirely too true. I would much rather nuke than cast tashani for the amount of agro each creates. Especially early in the fight. Also, tashani agro does not wear off very easily. Warriors have a difficult time taunting mobs from me.

ok i know this is unreal, but if someone had two of these, they could make the ultimate twinked monk. not saying that a warrior with these would be bad, but cuz monks get DW at lvl 1 they could be killing **** thats like lvl 10 with these and a fungi tunic. i like that little post u did jaei, but theres a few things wrong with it: if a monk had this, he'd be hitting for like 100's not 30's and 40's

Damage cap, until 20 the cap (I believe) is 29. So unless Anarchy procs WAY below the level it takes to cast the spell You'd be hitting for (my guess) about 25-28 unless twinked out in +str and +dex gear. At 19 my Iksar Monk (who should hit 20 this evening [2 weeks of working on faction in freeport and farming Crushbone belts for cash isn't good exp]) punches with primary for 15 (with 89 str and 120 dex) and crushes with his Essence of Dol (10 dam 28 delay) for 21 tops. With the Sceptre you'd be crushing for 25-28 (with my str, if you had 110'ish you might be hitting the damage cap. However, with the 18 delay 25+ damage at level 1 would be a great help in leveling until you'd be level 13 and still have about 10 skill in mend /rofl (who would need mend if you had Fungi though...).
I'm done rambling. But I agree a monk with these on a dragon raid would be hitting (double attacking) for more like 70 not quite 100 but quite a bit more than 30's and 40's.

a monk with this would hit for about 50-55ish damage max at lvl 52, since a 14 dmg weapon takes off 65max for me at that lvl... so i guess at lvl 60, which is when you would get this, and no sooner, you would prolly hit for about 70-80ish with all the extra str gear you'd have...
but why are we talking about this... cos i sure as hell ain't gonna ever see one of these, and if i did, i'd prolly hand it to the warrior, after seeing the new velium wrist wraps *drool*

This weapon is 12/18 not 10/18. It does get resisted sometimes. In Velks Lab it has been resisted about 25% of the time since they upgraded dungeon. Whenever this procs, resisted or not it immediately draws the attention of the mob. Doesnt matter if other tank is a 60 (i am 54)

I don't if you have noticed or not, but with the armor and items coming out of Velious monks have been a lot more balanced, and can almost stand up to warriors.
I don't think a ST enabled monk with good gear would have any problems using this.

Your wrong, monks are not tanks. And the ratio on this weapon isn't the best for monks either, it would just draw argo (which is why warriors use it).

That is correct. In fact, there's some big controversy on Lanys because one of former members of the now infamous guild "Conquest" sold it to someone outside the guild. Of course, Conquest no longer exists, but that doesn't mean they can't **** and moan, right?

Look - I AM a monk, and I have to say without qualification this is a warrior weapon, for two reasons. First, our epic is better damage unto itself (it's 9/16, not 9/18 as a previous poster misstated). Second and more important, it's proc, an enchanter DD is a megataunt - you WANT your warriors to be able to taunt like this, you REALLY want them to be able to taunt like this. Let the primal 1HB and 2HBs go monks first, as they are better in our hands, but this little toy is rightfully for warriors and only warriors.

I am also a monk, althoug being pretty low level (28). Just want to point out that, although 9/16 is better than 10/18, the added strength (+20) with two of them should raise max damage to the level that they will do at least the same amount of damage, without counting the the proc and dex, sta and hp bonuses. So in situations where we don't mind the extra taunt effect (don't know if they exist for a lvl 60 monk :)) it would be a very good weapon for a monk too. Not saying that this weapon absolutely should be given to monks, only that we could benefit from it in some situations when taunt doesn't matter...

Unfortunately for a monk that can get to sleeper's, taunt does mean everything. A monk works best when he does a lot of damage without being attacked. If we get attacked we get stunned, have to be healed, and probably die or have to FD if no one can take aggro.
BTW, this weapon is really 12/18, so it IS better than the monk epic, but as you'd have to stop attacking and FD so often using this, it is SO much more useful with a warrior. If a warrior in my raid had this item, or even TWO, then i wouldn't have to ever worry about taking the aggro, and the clerics would only ever have to chain heal that one warrior...
REALLY useful weapon, but really only on a warrior.
BTW, this weapon is really 12/18, so it IS better than the monk epic, but as you'd have to stop attacking and FD so often using this, it is SO much more useful with a warrior.
