Got my tank merc to bite the DT from the horsey, so I was able to live long enough to kill him and get the item last to finish this quest. I was a little saddened by one thing that I guess I didn't see listed here due to not wanting to read down 386 posts. The GOOD and the BAD are:

GOOD: It's insta cast/clicky. I love that part. Also, the haste is insanely fast. Ridiculously fast.

BAD: It only lasts like 25 seconds. So it has to be recast constantly. In order for it to work in fights ,you'd have to make a /doability hotkey for fighting that included this on a timer mode. Like /assist Tom /attack /Doability 1 and make 1 be a cycle of this being recast over and over on a /pause 10 cycle, etc.

I hope this helps. It's a good item, it stacks nicely. Just too short lived to be useful in day-to-day fights where you will forget to click it. The alacrity potion is only 2% slower for me in the end.

I have this, and put it in an open inventory slot. I held down and dragged the icon to my hotbar, then opened options and went to hotkeys,,, I set the hotbar key, to whenever I hit the --> key, it clicks the cloak,,, so I am effectively running at 91% haste, constantly. Absolutely my favorite Item ! Kinda gotta watch out though, because it is very easy to overburn a mob,,, and am constantly grabbing agro... so, be careful if you do the trick......

Does not stack initial % of haste with other spells. Only stacks %'s with Worn Haste.
3) It is not Overhaste. That is V3 I believe. This is V2 (Buff).

This is a godsend when you are bowkiting with Am3/Eq.

A) Infinite clicks
B) Thousands upon thousands of platinum saved from not buying Alacrity X Pots.

I bought my Mq for about 200k on Maelin. It should be universal. (100-200k).

Also good because its insta clicky buff 4 dispells.

Ranger 2.0 = 24 Delay. So...
46% Haste Worn + Cloak = 96% Haste Total
24 Divided by 1.96 = 12.24

As to your second comment, it is true that the buffs will "stack" in the buff window, but the HASTE will not stack. If you have this spell and alacrity up, you will only get the effect from alacrity.

Also, its only 50% haste, so its a nice filler if haste drops and you are soloing, but it's not as good as either chanter or shaman haste.

And as the previous poster points out, haste potions are something like 7-10pp each. How long would it take to spend 200k on potions?

Nice item, but not "THAT" great.

200k in pots is effectively... roughly 10,000 hours worth of pot haste.. when I did the math.. so thats 10,000 hours u will be hasted with pots.. by the time u start keyword START making earning profit on the investment... hmm.. lol

Question is how long will it take to actually consume 10,000 hours of pot haste? i use pot haste when i solo.. sure, but if u hang out with friends alot u don't use pot haste often... i consume... on an average of a week... takes me like 10-20 pots a week.. give or take.. so lets say 15 pots a week.. thats 7.5 hours of pot time... so if you divide 10,000 by 7.5 hours u get 1,333.3333 which is how many WEEKS it will take for me to consume that many hours of pots... lol there are 52 weeks a year... so...

According to mathamatics... you have FAILED.

wow. you spent 200k for this. you could have bought 20,000 potions in bazaar, that's 10,000 hours worth of haste (over 400 days!). not to mention the benefit of clicking once / half hour vs once every 18 seconds.

oh well, i guess it is useful as an instaclick at least. but seriously, if you've got 200k to spend on an mq, help alleviate your carpel tunnel and splurge the 10 plat per half hour potions =p

I got the cloak the other night on a spur of the moment sky raid for a warrior to get his blade.

I needed the harpy tounge and spent the next day farming that island, cleared it in about 1 - 2hr and not a drop next round (8hrs later) I got my tounge and did my turn in.

Harpy tounge dropped off "A Watchful Guard" - One of those AE Dispelling eyes.

Good cloak, very very very rare to get.
Here are some points:

1) the cloak's haste is 50%. this haste stacks with WORN haste (i.e. haste on an item, like swiftwind is 40%) and bard haste (i.e. bard sung haste which appears in song window). However, the haste cap is 100% and swifty + cloak puts you at 90%.

2) it's clickable from inventory, but ranger only

3) the buff can be used as an instaclicky. I use it on raids and such to use as my junk buff since I will have VQ probably, standard raid buff

4) awesome for soloing

5) the three items you need to get are pretty easy to get, aside from the fine velvet cloak. That drops rarely off a raid level mob, KoS, who likes to DT people for fun. Good luck, I basically hired a raid force to get me one.

6) Once you get one, dont ever sell it (i'm on FV where items are droppable, and thus sellable). This cloak is a LIFETIME used item.

ok this has been posted in a variety of forms - but for the record ---

This spell effect is a SPELL haste - NOT song haste. It acts like song haste in that it only lasts for 18 seconds. BUT it does not 1) go into the song buff box 2) stack with spell haste.

It overwrites Nalot's quickening and Shaman haste. IT Will stack with chanter hastes tho - but don't be misled - it isn't stacking haste on top of chanter haste - it simply doesn't overwrite or block

SO --- still a great item - god looted 4 of them away over the years before I finnaly looted one myself, and it still gives you 50% haste if you don't have a chanter or shaman or BL with you - so its still nifty

Lucky to have this fine piece of gear now. Allakhazam is wrong however. Its clickable insta cast , about 9 second duration and inventory clickable. In my opinion one of the most useful ranger items in the game, especially for soloing. extremely rare too, which is what i like. The haste is 50% but does not stack with Other hastes like SOV. Its only icons that stack. And be careful when in group with shammy not to click it , as it mostly overwrites there haste :)

Good luck to all rangers getting this. But Fine velvet cloak is damn rare drop in Sky

Teiden, Leiker, and Githoniel all seem to state as fact that the Dark Cloak of the Sky has 50% haste in it's present form. Since Lucy, Magelo, and Allakhazam seem to be siting a former incarnation at 41, and no one references another site or parsing, would anyone tell us how they know it is 50 percent?

To whom it may concern:(If you don't know where you got it from, please don't site the generic spell haste effect above,and make brillantly logical assumptions that have no factual relevance like in some other posts, it only confuses things).

Alla, Lucy, and Magelo are all treating this as worn haste.... The highest available worn haste at the time this entry was added to the database was 41%. Hence the confusion.

In reality, this is spell haste, which scales by level. There are different clicky hastes, and several of them cap differently... Captain Nalot's Quickening caps at 20%. This one, the actual "haste" click effect, caps at 50%.

(Also, it has ben parsed.. and parsed.. and parsed.. it is 50%)

I will see if I can clear up any confusion here and possibly someone can answer my question.
I do have a Dark cloak of the sky and have had it now for quite a while.
1. It can be used from an inventory slot with no issues. it is an instant right click item with no restrictions (indoors/outdoors etc..)
2. Although its easier to think of the haste effect as a "song" The buff icon does goto the standard buff box not the bard song box. I believe this "song" theory started due to the fact that the buff only lasts 9 seconds and thus is always flashing the way bard songs do (or expiring normal buffs)
3. Although the cloak will overwrite several spell hastes such as Alacrity..and will be blocked by other spells such as speed of the shissar. It for some reason will stack with speed of vallon...I think that this is an oversight as it does not appear that 3 hastes (swiftwind, speed of vallon, and cloak haste) allow me to exceed the haste cap. I have not parsed this data though and am unlikely to do so but I would be interested in any data that might already be out there.

the icons stack, the actual hastes do no.

For example, I can have:
-Speed of Valon (60%)
-Dance of hte Blade (55%)
-Warsong of Zek (60%)

all on me at once, total haste from that: 60%. you just get the highest haste and the other stats stack. I'm also pretty sure you can have talisman of Alacrity on as well with those 3.


The only hastes that stack are:
-Bard Erjav Line. Stackable, but not cap breaking
-Vah Shir Line (includes Rizlonas). Stackable, cap breaking haste
-Monk 100 fist disc (I think that's the name of it). Ignores the cap and stacks with everything.

Is this thing 40% or 50% Haste? Popular rumors on these boards list it as 50% but Magelo lists it at 40% (but they also list it as a PERM Haste item - that wouldn't stack with Epic). Has anyone who actually HAS this cloak + Swiftwind parsed out their log file ?

I've seen it listed as 40% elsewhere, and since it's clickable it makes a spell icon while it's active, so it stacks with worn haste (supposedly).

I agree that this and the Thunderforged Earring are probably the two best ranger-quested items. Unfortunately, the earring falls quite a bit behind this. The stats are nice, and the AC is nice, but without any STA/HP, it may only really be worth the effort to someone currently using a cougar claw earring, or something of that nature. However, I wouldn't turn down the chance to get this.

wardermt - From what I understand, this is spell haste, not song haste. Therefore, it will only stack with worn haste, not other spells or effects, like the eyepatch. For that matter, most bard haste songs don't stack with other haste. Though the icon may appear, the higher haste would be used. The only exceptions to this, I believe, are the battlecry/warsong line of songs and Siren Song from ntov (though after the nerf, I'm not even sure about that).

"bard haste" is the same as spell haste (with the exception of a couple of the Luclin 50+ songs) -- and the highest haste wins - so the Eyepatch of Plunder effect is a bit irrelevant. So, this cloak + ranger epic weapon haste = 80% - very nice indeed for solo, but certainly not 100%.

Fine Velvet Cloak

For rangers, this and the Thunderforged Earring are by far the best two quests to be completed in PoA. Unlike the most of the other gear quested or dropped from the Planes these two items compete real nicely against subsequest items drops due to expansion.

Yes in the mid 50 you undoubtely have a cloak that has better AC. This cloak does have stats that say ranger all over it, plus the 55hps doesn't hurt.

By far the best use of this item is while soloing, 90% self haste (ranger epics plus this) is tough to beat. The other real nice applicatino is in group settings with an enchanter lom, or against a mobs that dispells alot such as Inny or Fay.

How to tie this item to another hotkey: From the inventory screen you left click the item and drag it in a hotkey box. Then hit Alt-O will create a list of options, from there there is a drop down box under the command tab; click on hotkeys. On the number which matchs (in my case I have the cloak in my 10th hotkey) your cloak, there is a column which says Alternate as right. Click on this once; the dashes should be replaced with a 'Press Key', from there press the number of the corresponding key you wish to tie to (in my case #2, which was my kick button). FYI, this tying will be created throughout all of your hotkey pages.

The rare item is the Fine Velvet Cloak which in my experience (only second time there), dropped off the Overseer on the fourth island (necro epic guy).

The Overseer DT's bout every 30 40 seconds btw, couple MB wizzies make things go fairly smooth, though a sacrafice is usually required. IMO choosing a low level person or a shammy (b/c if shammy sticks and leads w/ a slow, that is just a tad of an arrgo inducer:)). Your MA will likely die, so be ready to switch off. This mob is about maximum damage output in the least time due to the DT.

i read below in some posts that since this spell lasts only about 9 seconds that they hotkey it to their kick so when they kick they cast... just wondering excataly how... tried but cant seem to figure it out..:/.. well thanks for you alls help..:)

Just got the fine velvet cloak a little while ago.
I was lucky to be the only ranger there at the time so this was defaulted to me without any troubles or anything =)
Anyway, the cape is no drop and has a weight of 8 I belive, also has some minor stats but nothing really important. The cape finally dropped on the 7th time I helped to kill the Keeper of Souls, along with two necro epic items.
Its true it has a 'bard' haste and lasts about 9 seconds and is instant cast, looks like Jboots with the spell animation. The only problem I have is that my character model freezes when I use the item and I spread my arms and legs out for a sec (like when you get Boon of the Garou cast on you when sitting.) other than that I love my new cloak.
I hope this helps anyone looking to quest this item.

I have the mith disc and the harpy tongue, but my guild had to leave before we were able to get to the Keeper of Souls. Does anyone know if the fine velvet cloak is tradable?

This haste 'song' effect will not stack with any 'spell' haste, so I doubt it would stack with the eyepatch haste. For instance, it overrights 'Alacrity', but will not take effect with 'Swift like the Wind' or 'Speed of the Shissar'. So the max haste with epic (Swiftwind) and DCoS is 90%.

Hrm, well Eyepatch isn't exactly fun to get (Lodi camp is a pain and he will usually get KSed, SF is a pain as well) but it certainly is as rare as the cloak. And before you say it, no a GM MUST witness a KS to do anything about it, so your only option is to 'out ks' ie Manaburn help.

A guild on my server spent near a month in PoA without seeing one Fine Velvet Cloak (the Mithril Disc and harpy tongues are fairly easy to get).

Supposedly there are less than 15 on Terris and I wouldn't be suprised as I've yet to see on ranger with it.

It's definitely not an overpowering item. Sure with just Swiftwind or some other similar haste item and this cloak, you become a blendor, but solo play is pretty picky anyway without the right gear. Earthcaller slow is very potent and combined with this cloak, you can probably easily solo blue cons. But then again, just about every other class can too.

OK...I'll be the first to admit it, I'm a newb! But i do spend some time reading all these posts over Ranger gear and sometimes in and amongst all the rambling posts I do find some good info. I have seen time and again people post that this is a song effect, so would that mean that it would also stack with the spell effect of Plunder? I know that would be way out of whack, and probably hit the haste cap, but I do like the theoretical part of it... and who knows, maybe in a later patch lvl 60's can break the haste cap thru SAA (Super Alternate Advancement, hehe who knows could happen in PoP or Exodus) Any comments would be great... Thanks folks

haste works this way:
Best Worn haste
Best song OR SPELL haste
1 Stackable songhaste: Ervaj line (level 50 and 60 songs)
1 Stackable, Capbreaking Song haste: battlecry of the vah shir, warsong of the vah shir, or rizlona's call of flame


The spell haste vs song haste needs to end, because it doesn't matter... the hastes don't stack except for those 5 stacking songs; and anything pre-luclin won't have them.

For the Record - Nope, Cloak effect does NOT stack with Eyepatch effect - it just overwrites. Eyepatch is still a helluva nice mask, so no need to get rid of it - But I would think twice about camping SF for 2 months again if I allready had the cloak.

Luckily I got Cloak after I got Eyepatch ;p

lol I hear that!!! I myself spent 2 months on the iceberg in Iceclad waiting for that silly Stormfeather (worst mob to camp in the game)to pop... when I actually got the mask I thought I was somewhat ripped off by its stats after such a pain to get the thing, but quite correct are you, leiker, a finer face item isnt easily attained, and yes if I do get this cloak this weekend (crossing fingers hoping the fine velvet cloak will drop) my eyepatch of plunder will not be rendered entirely useless... Afterall who wouldnt want 10 str/dex on a face item?

If you have this cloak, hook up the proc effect with your kick button. So every time you kick (every 5 or 6 secs), it refreshes it for you.

I have one of these beutiful items now... It actually casts a 'song' when you click it, lasts for about 9 seconds. The 50% Haste does stack with item haste, giving 90% haste with epics. Makes people wonder what is going on when the Ranger next to them is 'singing' a bard song lol
It has an instant cast time, and can be cast while running, fighting, etc.

Thanks to verant this item is now no longer usable from inventory, I have no idea why they changed but they did 2 small patches ago, just another way verant is crippling rangers imo, next they will probably nerf swiftwind or something.

They changed it because non-rangers could use it from inventory and get the haste click effect. So they changed it to worn only and then to class only....exactly like they did with Soulfire
