This seems to be called a FROST BUNNY PELT NOW...same image, same weight, same non-sellable to NPC. No indication of use.
Found in Eastern Wastes. Killed by one blow with blunt instrument by a 46 Druid to whom it conned green.

Use the Minus (-) key on your number pad to take a screenshot.
Locate the screenshot on your harddrive start/C: drive/program files/Sony/Everquest/screenshots.
I drag and drop the screenshots on to my desktop. Right click on them, Open With: paint, name and save as a JPEG file.
Go to Allakhazam's then click on Submit Information..., Attach your screenshot, tell them what it is about. Tell them who you are, and send it off.

what is this for it says combinable in bazaar ?
This is not even vendor trash. It doesn't get used in tradeskills, no quests require it, and vendors won't buy it. Don't bother looting it.
Quite valuable in bazaar. Is used for Smithing Seal Quest

Or maybe for pottery for poison vials...
not usuable for poison vials... only old world pelts, wolf, cat, bear, etc are usuable for poison vials
