Whysia Flock will indeed "recharge" your Shining star of life(not light like the items called) for 20 gold(or 2 plat or 200 silver or 2000 copper), how ever this does nothing but play the quest complete sound. If I had to guess the recharge part and the npcs calling the item a different name might be things from EQ beta that never got changed when EQ went live. Here the text from my log.

You say, 'Hail, Whysia Flock'
Whysia Flock says 'Good evening, <your name here>. Feel free to take your time browsing. The temple shop is open night and day for your convenience. Most clerics need access to their [scroll strongbox] at all times.'
You say, 'Recharge the Shining star of life' -Note saying recharge shining star is enough to prompt a response
Whysia Flock says 'Are you interested in recharging your Shining Star of Life? I can do it for you, but I require the Shining Star of Life and 20 gold.'
Whysia Flock says 'Here you are, then. May the power of the Prime Healer guide you through life and keep you healthy.'

The quest for this item has been reported as functioning as recently as 2015.

We need a new item window pic of this item.

Also, a shot of someone wielding it would be nice.

Just did the final turn in after 3 bad potions and it is still functioning as of July 2019.

wow thats a very nice item/effect. for one its about the ratio of Fine steel.. its magic at level 1. (techically i think you need to be 2-3 to fight a bixy but you could buy the honey and scrounge up 3pp) On a PVP this would be very nice for a cleric. wow its droppable too. :) and no race requirement.... and can kill stuff in paludal caverns without keeping crud on.

I just finished this quest with a cleric friend for her and my pally who lost all her gear in a corpse rot. FYI Lempeck was in a barn sitting down near the Tiny Miller (ogre) loc n3900, n5600. And the faction hits for this quest were great.

...it's a light source. About as much as a Lightstone.

This thing is great! I've been taking on Putrid Skels and Rabid Wolves, and every time they infect me the star soon procs and I'm healed. Now if only it can warn me when Holly's coming...

When I picked this up, Astaed Wemore implied that the proc was Reckless Strength, and it could be recharges at the temple storehouse by someone named Whysia. I guess they changed the weapon but they forgot to change the text.

BTW, This weapon is awesome for a low-level cleric!

I picked this up at lvl 9 - the quest was pretty
easy apart from the travelling (and dying about
1/2hr distant from my bind) - and it proc'ed for
me even then.

It was a good alternative to my fine steel weapons, and has the bonus that its magic so you
can take on willowisps ;)

It procs for my level 13 paladin and probably procs lower than that. If you quest for this, be sure to read the comments there, especially the one about identifying the potion before taking it to Lempeck. Casters get the Identify spell at level 16 except Necromancers who get the spell at level 20.

Tried this quest twice w/ a chantress.....got a potion of disease curing and it didn't work. The NPC's were missing for a good while, but when they arrived back, i tried it w/ a pally and got a potion of the prime healer, no identify was required. Worked like a charm. when ever i get a Disease / Poison DoT, just swap it out long enough for it to proc. Beautiful. Byoo-tee-ful =)

Cleanse removes one disease and poison counter, and cures 5 HP when it procs.
