Supposed to gain stats as you do tasks, after one tedious task talking to shopkeepers they stopped giving me quests and it never got a single upgrade.

I could have swore this used to have more steps and got upgrades. What gave?

I got this item doing some newbie quest in my frog home town and when I equip it in the charm slot it has no stats but says can be used in trade skills. So what is this for?
