Lost Dungeons of Norrath Lower Charisma appears to be directly linked to Fear Spells Sticking, basically the earlier post of having this book and a Hand of the Reaper is correct. This is really a great Necro item. Lower Charisma = Less resists to Fear, and longer Duration. Plain and simple.

*sigh* Will this ugly rumor never die. Lower charisma has NO effect on fear. That has always been only a rumor, and it has been proven to be a false one at that. The only thing lower cha does for necros is give them crappy prices and a much worse chance of sticking Screaming Terror and the charm undead line.

OK... enough BS about CHA and Fear. This has been going on for too long.
I have tested this by getting my 54 Necro's CHA down to 15 (he started at 70).
If *anything*, that lower CHA made fear last LESS time than normal (Invoke Fear seemed to wear off about 10-15 seconds quicker). Not *one* time during my tests did I find that Fear lasted longer with lower CHA - as I mentioned, it seemed that the opposite occurred.
I only tested it about 20 times, but those tests were more than enough for me. I promptly destroyed my Iksar Pariah mask (neg 25 CHA) and got rid of my other neg CHA equipment.
Please. STOP these rumors of negative CHA being a good thing for Necros... it's NOT.

WRONG.... read safehouse... Kendrick (VI Employee, main designer for Velious, Epics and Luclin) made a post in a 'Worst Rumors' thread recently stated officially the following....

Yup, took it out of context while quoting him completely.... that may be the full story, but he only gave the clip I mentioned... but the fact he said is that negative charisma is GOOD for some spells... period...

Don't quote me on this, but since no one answered you, I'll try. To my knowledge a necro needs low CHA. It helps with fear spells.

Dartain is part of the Al Kabor story line who is a wizard. Since wizards are the only casters that CAN NOT use this, I would venture to guess it is for a wizzy quest(

Ok take a look at what you wrote. Then goto the top of the page and look at who drops it. Not Miragul, but Dartain the Lost. Miragul is still in Everfrost where he has always been and most likely always will be. Maybe you should finally consider the fact that this quest has not been finished by Verant and maybe it never will be. So dont knock people unless YOU have your facts straight.

i am thinking quest item for sure.. alot of epic mobs\drops are in the hole and if this is new ( after they said they have added new quest and NPC's to game) then i am sure this is what it will be. time will tell as more people hail NPC's :) another possibility which i am hoping is that they fixed that Neriak book quest.. if they did, start looking there..

Yeah the hole seems to have lots of plus/minus stuff. The brand, mudman enforcer and loam encrusted are nice items though, as well as that + save all resist shoulder. The hole is a diverse area that is a welcome break to the usual list/camp scene.

Why is it that most of The Hole items suck? Only person I could see using this is a necro.

This item is great for necros, couple this with a hand of the reaper and the combo will drop you down 55charisma points. Need i say more?

Ummmm...yes. You need to say why you think dropping a Necro's charisma by 55 points is a good thing. :) I hope it's not for that old wive's tale of lower Cha having a positive effect on Fear spells, because it simply does not. Fear (both resists and duration) checks against Magic Resistance (as well as the usual caster/mob level diff, etc.) not Cha. I can out fear a Necro any day with my 200+ Cha because Cha is irrelevent.
What is relevent is that I can lower the Mobs MR with the Tashan Line before (or immediately after) I fear while the Necro cannot. Enchanters don't usually bother to use their Fear line as much as Necro's because we lack a Snare/Darkness line and therefore can't solo Fear Kite very well. But put us in a group with a Ranger or Duid and that group can Fear Kite to their heart's content.
The only thing lower Cha gets a Necro or Shadowknight is worse prices at the vendors. :(
