This drops from any of the Counselors in Icewell Keep, I personally got mine from Counselor Julia Lockheart, and am selling it on the Tunare server. Look Senwen up and we can negotiate. Once again it is a very rare drop from the Counselors in Icewell Keep (only seen one drop and I got it)

My friend gave me one of these the other day, I enjoy it a lot more then my old one that did 3 or 4 wis or something chromo something from lguk. I would advise everyone to get one hehe

Damn nice item for a druid. Priceless to me. Not much for us to wear around the ol neck and 6 wis is unheard of. Got it in Icewell and got very lucky. Went from amiable to threateningly in just a few hours LOL. Time for some faction Fixing.

Oh yeah we took that 100k HP mob down in Icewell with just 7 people. Forget his name but one of the most amazing things I have seen to date in my gameplay. No BS.

Alright i know it has Limited charges wich sucks buts its good wis and Cha so for just the necklace no charges you can sell it for 1k or 2k but NOW with the new patch for kael armors and the like you need to be a new faction level :) how much would you pay to be able to get your Kael gear a WHOLE faction earlier im selling this for 14k obo on Lanys see Bond :) it has 4 charges thats for epic armor or ANYTHING :) i used first charge by accident and ran past gorenaire in Wolf form :) i even hailed her got some message i dunno forgot but this thing is insanely useful btw drops from some BIG NASTY mobs level 40 to get my ****

Wrong! Besides, chanters have strongest line of fear spells, you dont see them walking around trying to lower cha do ya?

I have messed up faction everywhere... so bad i cant even do my Epic unless i get an enchanter to charm the dwarf in BB and the lady in S fel to raise my faction to get the guy at the chessboard to talk to me... any druid who has started the Epic knows what im babbling about

I'll venture a comment here...

First of all of course VI won't tell. heh, then they would miss out on all the freakin monkey-debates that obviously give them great amusement cuz they know the real formulas.

Now on to my own comment. Read the casting messages. Some roots are physical and some are mental. Sure they are all the "root" line but they are different roots.

Ever notice a necro hates paralyzing earth while a chanter loves it? Or I guess you don't play those classese nor ever talk to one. Oh yeah necros and chanters generally hate each other >:)

Anyway, I have a personal view and from my cleric 220+ days played L60... cha/int/mr are somewhat "soft-linked" and depending on what type of spell and the type of mob you get different effects.

I've seen Skyfire mobs turn around quite quickly after a fear, and gorillas stay feared forever. consistently.

I've seen mobs that stay feared a long time never bring friends. I've seen other mobs feared to only the next room and bring back the room.

There are different situations, different mobs, different zones/dungeons. Comparing apples and oranges don't cut it.

Different mobs have different resistances. Different fears have different durations.

You're the one comparing apples and oranges.

STR adds to ATK rating and wt allowance, dex is rogue skills and proc chance, agi is dodge, parry, riposte and helps AC a bit, sta helps to prevent getting stunned from melee dmg and HP, INT is mana for INT casters, WIS is mana for int casters, CHA helps charms and mezzes and other mental spells and prices

agility does not affect the rolls on those skills .it only affects how fast you learn them. It is already been stated by verant that agility does what I mention.

Charisma only affects resisting certain spells. Like charming and Mez-line spells. This includes Screaming Terror, Mesmerize(ench line), Charm-ANY charm spell, and bard mez songs-the 53 one, pixie strike and err... that aoe one.

But effect:Alliance?! Triggered! So, ANY class can adjust factions now? This is an unbelievably useful item for anyone who wants to bank anywhere. Maybe you can't make the guards dubious but you can make other people on other factions dubious and do quests that have muliple+ factions and quite possibly go anywhere with anyone.

Jayr, don't be an ***. Without the "brainless...fickle" staff at Verant you'd be playing some toon-style 2d MMORPG like UO or even worse, a HORRIBLE 3d MMORPG like AC....

In summation, take your criticism, roll it up REAL tight, and shove it straight up your @$$, right next to your drug addled little head.

And yes, I DO believe charisma affects charm/harmony/lull/mezz etc etc. EVERY stat has two effects. TWO effects. Str does dmg/atk AND weight allowance. Dex does proc's AND chance to hit. Agi does AC (directly) AND avoidance of attackers. Sta does endurance (holding breath, swinging a heavy sword, etc.) AND hit points. Int does mana AND imp's chance of spell landing. Wis does mana AND imp's chance of spell landing. Charisma affects prices at venders AND duration as well as chance of landing all RED BRAIN gem spells. If you don't know that Jayr, and you're an enc...then you need to talk to all the other enc's in Norrath that will argue you senseless.

1) Dex has no effect on your chance to hit according to logs I have parsed as well as others' parsed logs. It does increase the rate at which you learn weapon skills.

2) AGI has no effect on how often you get hit above and beyond the AC bonus. Again, my parsed logs have shown this, and I'm not alone.

3) Int has no effect on spells 'landing'. Neither does wisdom.

I don't care how many enchanters you know who think that int or wis affect spell 'landing', but parse some logs.

Take your own advice and think before you post.

I have never gone through the lengths that you have to prove this, but my own experience with wis casters suggests that you are correct. Wisdom doen't seem to me to affect whether a spell "hits" for full damage. That is your opponent's resists. However, What wis does affect is fizzle rate. I have over 50wis in items, and rarely fizzle when I am fully equipped. However, when I am preparing for a corpse run, and have no equipment, I fizzle on common spells like buffs, and all my spell skills are at level max. The easiest way to see this is just to create a couple stacks of food. First make about 2 stacks fully equipped. Now strip all wis items and make 2 stacks. go back and count the fizzles.

what is great here is alliance available for all/all you ever want to get your faction up somewhere but dont have enough to do the quest? here ya go.

Hey guys, I noticed some of ya saying that cha affects nothing, but without it charmkilling would be nothing, Now I know, this only applies for enchanters and bards(the occasional necro or druid who charms specific mobs) but charisma does have that 1 effect, otherwise as most of you are saying, its pointless.

Actually, charisma isn't pointless, aside from charms. It is very useful in buying and selling from merchants. Perhaps it is insignifcant when you are buying rations, or malachite, but buy a stack of platinum bars, and you'll see how nice high charisma is. I am ally with the Freeport merchants, and still pay 10% more than some enchanters I know. A crude stein helps a lot. this would be even better, because it has wis also. Of couse, I'd still prefer the blackened alloy medallion for battles, for the AC, but this would be great for tradeskilling.

Impressive.

It's very impressive how folks make up testing that CHA high or low effects root/snare/fear.

1. Root is 100% unpredictable. Make up all the tests you'd like and it still sucks.
2. CHA does not effect anything at all. Duration is random unless specified in a particular spell. Learn to live with it.
3. Anyone can make up "I tested it" results.

A long while back there was a enchanter only rod, rod of insidious glamour I believe, that had the exact same effect as this necklace, Alliance. At the time they said that the ability to raise faction with a spell was too powerful for every class to be able to use and made the effect only work if the rod is weilded (ie by an enchanter). Of course times have changed, at one time Verant also said they would never make a item with unlimited charges of anything like clarity, and now there are half a dozen of those. They also said the Mana Stone was overpowering, then introduced the Manna robe, then realized the exact same thing again. The Verant staff is not just brainless, remember that they are also fickle.

you don't need high Cha or low Cha to fear a MOB. The Cha is used to determine how long the fear effect will last. I have tested this with SKs, chanters and a rogues instill doubt. All 3 didn't have a problem getting the fear spell to stick but when they had lower Cha, it would wear off sooner. Add more Cha and the MOB would run forever. well not forever. why do you think a lot of rogues wear their iksar or DE illusion masks. for the AC and MR? Nope, they wear them for the 13Cha boost on it. Helps ID a lot. And until necros get a fear upgrade at lvl 29, chanters make the best fearers. They get fear at 4 like necros and chase the moon at lvl 16. 1 step upgrade to fear. and most chanters have a great cha stat.

fear isnt based on cha at all, not high cha, and not low cha. cha is NOT a saving throw for fear. it doesnt matter how high or low your cha is, fear is related to level of fear, level of caster, level of mob, and mob's magic resist.
