Clearing CoD in PoP got me 10 sunshards ore buy round, i dont know better place. Drop from pulshing and Rats
According to Magelo's item search plug-in the best return for investment for this item is from a mechano steam sentry (level 87-89) found in The Mechamatic Guardian zone, which is part of the solo task quests offered by the gnome in Steamfont. And the data is substantial here, as of today 476 dropped from 1924 kills, a 24% rate. Not sure if this is "anniversary mission" only thing, since that is by far the largest amount of data they have on record for this drop item and that would lead me to think this much data comes from the missions that people were using for PL purposes last year during the anniversary.
Since this mob seems to have an annoying knockback, not sure how easy it would be to mass-kill them to pharm this TS item. Not even sure it's a "common" mob altho 1924 kills on record would seem to support that it is.
The next most prolific source is a fearless skeleton in MPG, a rate of 6 out of 28, or 21%. Not bad and a much easier mob to kill (level 65), altho it sounds rather uncommon, maybe even a quest mob. (Actually it spawns in an MPG trial so not an easy mob to pharm, prolly, since will take considerable effort to get a lot of this "species" to kill!)
I'm in need of this item for tinkering on FV, btw, so I will report back here if I find a fertile source! I sure would like to find a better than 4% drop rate.
BTW, I do think listing zones for this drop is almost pointless. It's "dropability" seems to be tied to mob level more than anything else and it appears to drop almost everywhere, albeit uncommonly. A lot of the drops are from instances and I wouldn't be surprised if those rates are a bit higher, but instances have their own downsides to pharming something like this when you need a whole lot of it.

I think all anyone wants to know these days ... is where is the best farming .. hence drop rate off mobs is more valuable than what mobs drop em. Like I cleared the plane of Invention more than once and got none :(
If 4% over all drop rate is true for mobs that drop em .. which seams high .. and it take 2,500 - 3,000 combines to max the tinkering trophy stating at a skill of 250 .. it will be a long time before I am done !!
If you have 4 or more drop for a 100 kills I would really like to know where :)

A snapping ridge drake, Sunderock Springs. Drops off all the drakes , at leat the ones up top. Southern ridge drake, stormcaller ridge drake, too.

if your lookimg for these u can get them all day long on BoT.. i been PLin my ranger there for a week or so trying to get my lvl 61 throgh 65 spells 2 boxing my 74 shammy and i probly got 100+ of these the past week there.
In the last few months’ I’ve known people to sell full stacks (100) of these at 1000 - 1500p. Bazaar Prices range from 450p (rarely) to 3000p. (1000 - 2000 average) The bazaar very occasionally has run out, which may indicate that people have sold them very rarely at prices set higher than average. I haven’t seen this in the last month though so those days may be over. They can often be sold at the bazaar to players (/barter) from 100-650p. Prices still seem to be on an upward trend, but may be stabilizing soon. More venders are carrying full or near full stacks so it would seem that sales are bound to slow now and prices will either hold or begin to drop.
Can confirm drop in Nadox off A Laggald Guardian - 9/4/2007 on Povar.. I'm assuming the Chosen's drop them as well.. Will add post if I can confirm it..

From what I have seen, this seems to be most common from LB mobs, but I have seen it from green mobs on occasion (color of mob with reference to level 75). I have had it drop for me in Black Feather Roost, Sanctus Seru, SSRA Temple, and elsewhere. Regarding Sanctus Seru: I have hunted the top floors of the guild buildings for quest items, research components, and small brick of yttrium ore. Sunshard Ore drops at about one Sunshard Ore for every three or four small brick of ytrrium ore. If you are working on tradeskills, the Sunshard Ore can get you to 300 in multiple tradeskills, including research and tinkering (as I am working on), and the small brick of ytrrium ore can get you to 300 in smithing and tinkering. I have had Sunshard Ore and small brick of yttrium ore also drop in Sanctus Seru from LB mobs just about anywhere I have found them in SS. A word of warning about SS: there are bunches of Guild Masters in SS in the guild buildings (which are the four buildings which surround Seru's hideout). These guildmasters are high DPS/ High AC and a major pain if you get two at once, and a bunch of adds as is common in getting to the top floor. The GM's all see invis, so good luck.

Any mob level 55-65 has approx a 4% chance of dropping these.

They also drop off Belligerent Guardians, a Servant of the Magistrate, a Shadowy Figure, A Darkened Occultist, a Wretched Servant in Gate area of GE
got 9 of these from Bazu Alley camp in Nobles Causeway, they drop from the bazus there, for those of you who dont know where the camp is it the one at the end of the packmaster camp. get to the end of packmaster camp theirs a bazu in the crevice if you take a right theres a feran if you go up on the ridge to the left theirs a roaming bazu there, around the corner theirs a feran and another roaming bazu, theirs 4 bazus there some ferans and some murks, nice place to farm the ore bazu blood and bazu skins, theirs also 2 named that pop there.

Can also drop off Foul Puslings and Corrupted Puslings in Crypt of Decay. I can also confirm they can drop off jord militis, jord tyv, jord profet and jord kriger in BoT.
