Found them in LoIO off of lvl 19 agititated Skeletons....if you zone in from FM follow lake around to the right.. until you get to the goblin fortress #9 on Eqatlas.com LoIO map..... drops off of skele there got 3 on about 2 hours. did not know what they were for so just saved them.

Dropped off of a dusty mummy in Goru'kar Mesa. Killed 30ish of the undead people then it dropped
