That's 55 charisma for around a K, with just cost of gems if you do the quests and are a jeweler, with self buff and an item like the incandescent mask that most 'chanters wear all the time by default anyway you're well into the 200 charisma range.

Should the triggered level of this item be more like level 10? Yes... or it should have benevolence (the higher effect) instead.
Note: some found this useful for PVP lagging people back in the day, though savvy PVP players just turned off particle effects. This was really only a factor when some were on bad dial-up.
