you must go to the zones indicated in the task progression description. You can not loot tish from any zone other than crushbone for the low lvl frosfell quest. Engineer Fabdabus will not take any from another szone i tried it.

Just a helpful tip for everybody. If you need the geysers from Old Sebilis they drop off the shamans.

This just dropped for me off an Evil Eye in Lower Guk, so I'm guessing you could find it on Evil Eyes in the other zones for the quest, too.
The crushbone ones drop off legionnaires, as well as the named, and some of the ones in the castle.
