Respawn time on the whole room is 19 minutes 30 seconds. There are 6 mobs in the room. There are no roamers or adds as long as you do not leave the room once it is broken. Confirmed spawn point as -80, 70, 265 as well as the placeholder.

PH was a bixie harvester
This is on the 2nd floor of hive near the Jail area
From memory there are 7 or 8 bixies in this area and their agro radius overlaps a lot. It will be difficult (but not impossible) to get single pulls until the camp is broken.

This dropped for me about two days ago from a named mob on the second floor, very close to, but not quite in the prison. I am sorry, I don't remember the name of the mob.
