Final Stocking result is 10 Slot, GIANT, 100% weight reduction bag.
As of this day, you don't need to do Saving Santug to get the stocking. Things have changed (after all, it IS Everquest 8-P ).
Doing any of the 5 remaining mini-quests (Saving Santug quest is no longer given out) and then talking to a Frostfell Helper will get you a 2-slot 20% stocking. Then doing the remaining 4 mini-quests will upgrade it by 2-slots and 20% each. All 5 quests are: 1 fireworks, 2 chef and 2 Santug.
Some tips:
There is already a very good post about fishing...follow it. And if you are under 150 in fishing, then be prepared to fish awhile. Buy (no joke) around 500 bait and a few fishing poles. Or get an Anziok bait maker thingy and a Fisherman's Companion.
Be shrouded to lvl 5 when you accept the fireworks quest. Then unshroud and complete it. The lvls where you have to hunt at lvl 75 will be Old Seb and similar. But at lvl 5 you'll be going to like Blackburrow. And it seems that only names and higher lvl mobs drop fireworks. In Blackburrow, I got drops from the commander and the elites. In Crushbone, I hunted the legionaires and emissaries.

No...you had already done 3 quests at the time. If you had only done one quest then it would have been a 2 slot 20%. EQ keeps track of the quests and rewards 2-slot 20% for each.
This is apparently only the first part of an expanding quest. On final turn in the Frostfell Goblin says to hold onto the stocking, as when Santug returns the stocking will get much larger if you help them.
