Of all the Dusty Burlap pieces, this is the only one with a Quest tag. I haven't found any indication of which quest it is.
Most likely out of Erudin or Paineel... They can take some faction work before they'll talk, perhaps the reason this quest isn't known.

The Size stat is a new item they've added to test. It has nothing to do with who can (or can't) wear a piece of armor. What it is telling you is what types of containers it will fit into. The containers will now show Carrying capacity: SMALL MEDIUM, etc. This just gives you a little help with inventory management. Unfortunately, there is a bug with items that have range that currently prevents the item's size from being shown.

Now instead of looking at the list of races down bottom we just look at SMALL, MEDIUM or LARGE to make sure we can wear.

It refers to its size in reference to a container not on your body. In other words this item will fit in a container made for items medium or larger.
Just take a look at your non-clothes items - they will have sizes as well.

its not that great, AC4 and .8 weight is pretty bad.

Sorry but patchwork doesn't have 0 weight. The weight defaults to 0, either the person submitting forgot to include the weight or it was never entered or something. Go make a piece and see for yourself :)
