This item is rewarded by the quest "Sweeping the Steppes: Goblins " from Warden Jakar in Crescent Reach.
This item, like all familiar items, is now placeable.

Can this summoned goblin be lifetapped by a necro? ie. if low on HPs can you summon him then lifetap him in a similar way to eye of zomm or HEBs?

the effect interacts with my other damages shields as follows:
It DOES stack with the effects on:
- Velium Coldain rings (effect: Shield of the 8th)
- Blazing Vambraces (effect: Fire Shield)
Does NOT stack with the effect on:
- Stormeye band (effect: Storm Guard)
as an added bonus, the "effect" creates a little goblin familiar who follows you around!

anyone know if this stacks with wizzy familier? I have seen mages using the dog whistle along with their normal pets before, kinda wondering...
It is clickable from inventory. *cheer*
Unfortunately, it is not usable in conjuction with the Wizard Familiar. At this time, it is not usable in any shrouded form, despite it's all/all tag. Too bad as It could have been fun in roleplaying. :)

In Crescent Reach second floor, find Warden Jakar west from the elevator at location -1262 -1118.
Say "Goblins" and then "task."
The object is to go to the Steppes
(left hand side along zone wall are the stonemight goblins) and kill 30 of them.
Then a light blue con bear spawns.
Kill the bear, head back to Warden Jakar, Hail him then claim your reward.
This is a group task you can get solo.
After killing the bear I was able add in other people to get the reward for free as well.
Goblins are light blue to green and hit upwards of 700's (some have been hasted). The bear is light blue and hits max of 700.
These mobs do not summons and are root/kitible.

8 Str 8 Dex 8 Stam 8 Agi 110/110/110 6 FR 6 CR 6 PR
Recommended level 60.
Required level 53.
