Like ALL direct damage focus effects, the bonus is a random amount from 1% to the percent specified on the focus, taken from the base damage of the spell only, and it is calculated independently of all other non-focus damage factors, such as critical blasts.

like other focus items maybe its up to 30% sometimes as little as 5% or so but up to 30%....maybe? i notice on other focuses i have it will hit at like 5% at times but then other times it hits max.
