No increase in base stats. I think there's a Part 3 to this quest.

stats are not wrong.
all of the tier 2 quests do not add anything to the base stats as you are thinking. the tier 2 armor has Mods, and foci effects, which is what's added.
the stats on regular fused plate boots are:
the mana-fused plate boots add:
Spell Shield: +3%, Stun Resist: +5%, Mana Regeneration: +2
there is no 'tier 3' part of this quest, these are the best these boots will get. some people refer to the quests Terraxs gives as tier 3 and 4 armor, but really the armor sets from those quests has Nothing to do with Tenish's quests; Terraxs' quests use armor molds from the very difficult TSS ashengate/frostcrypt instanced raids.
