The head of kellet is for the level 75 15/15 final Drakkin breathe weapon quest.
Whaeree is the quest giver? Can you link the quest? What is the name of the resultant weapon?

The "weapon" is a racial AE that is based off your Dragon of worship.
I -think- it starts with whoever your Councilman is.. but I'm not exactly sure.
