The Serpent's SpineSpiral area in mesa has the nymphs, you want Marilena. Get the quest before you start gathering the Harpy Plumes, she won't take them if gathered before you got the quest (concerns you Drakkin on Strengthen the blood #9 -45 lvl-). She wants eight (8) of them.

I got a quest for these yesterday from one of the named nymphs on the circular treant hill in Goru'kar Mesa. collect them and return them to her. sorry, didn't write down who gave the quest or how many to collect, but at least you know the area to start looking.

Got one from a Harpy Patroller
Might be with the Nymphs in GM (Nymph's of the Windwillow?). One of them (Marilena)talks about Harpy's and Griffons swooping down on them and gives a quest for Grif. feathers.

In addition to being labeled "Magic Item No Trade" it is also a "Quest Item". Any idea which quest this is associated with?
