pet focus type spells do not affect pets if you aren't a mag/nec/bst .

When a pet class summons a pet, the server looks at the strongest pet focus they're wearing and summons a pet that's based on that focus. It's not simply the base pet with some buff, it's a completely different pet altogether with its own unique statistics. When you take into consideration the number of pets are available to pet classes, and the number of pet foci that affect those pets, it's easy to see how large that database gets pretty quickly. It's certainly not the most efficient way to handle pets, but it's how they're done currently.

At some point in the future, the developers plan to change how pets are handled, data side, to allow them to be more dynamic (change would be invisible to the player). When that occurs, focused pets for the non-pet classes are entirely possible, as the data side work to maintain them would be minimal. Until then, non-pet classes will see nothing but a "base" pet, regardless of whether or not they're wearing a pet focus at the time of summoning.
