My guess would be that it is for a quest that never went live. It seems that the developers may have added the quest on the test server and forgot to change all the items to normal loot or cash loot and this is one of them. I haven't seen anything from raid mobs in TSS drop anything else like it that nobody knows what they're for.
As far as guessing what it would have been used for, one might say that it could be used for armor or, like Oblivion's drop, to make something stronger/faster, (since it is a leg for running or armor), or maybe to hand it in to someone so they could feed it to a mob to make it become active. Who could possibly know at this point, since it's been so long since the release of the expansion, (or since anyone has posted anything about it), we can only speculate and hope someone figures it out if it did go live after-all.

this is not part of the lore charm quest. i have it and the libarian does not want it. i would like to know what it is for though.

Could this be used as part of the Drakkin Breath Weapon Updates? Looted one last night and am trying to figure out what the real use is....

Lore Quest Items have a clickable tab on it that says something to the effect of "Someone in Crescent Reach may be interested in this item". Likely not part of that. Wondering if it's not some sort of collection piece for raid mobs...who knows. Gratz to anyone that figures it out.

It isn't part of the lore charm quest, one of my guildies looted this and tried to hand it to the Librarian in CR, and Hemfar didn't want it.
