Worth mentioning - you can see the spear on Groppa when he is going to drop it. I'm not sure if this always holds true - but I could tell he had it on him before we killed him tonight.

Well, first of all, you are wrong.
The haste cap, not counting overhaste, is 100%, which means that the effective delay would be 14.
Now, having said that, the reason this is not good for a warrior, has nothing to do with delay.
It has to do with the low aggro proc, and the fact the weapon itself is not high damage, so therefore does not create a lot of direct aggro.
A DoN axe (with a hate proc) and either an enraging blow or chaotic strike aug, would be much better for a warrior.

Actually, it is 105% haste cap from all sources, item, spell, and bard haste; however, most melee's achieve this cap easily with spell and item haste.

It's been repeated many times, but since you are blatantly wrong I'll reiterate. Max combined haste from spell (buff or song) and item is 100% Bard, clickie, or epic overhaste are the only way to go over 100%. Current overhaste cap is 25%
I just wanted to point out that this is probably his Uncommon drop. I've killed him a half dozen times or so and he only dropped the spear once.
