Also tribute masters wont give any tribute for it :-(
Personally I think the whole Quest flag on items is just a waste of space, due to the fact that obviously not all quest items have it. I think this is part of some, likely high end, quest that is not known yet. That or the Dev's are just stupid and decided to make random items not sellable to vendors to reduce how much plat ppl can get, but hey they could have done that buy just having the vendor trash not sell for as much.
