Does anyone know what this item is used for?

This is for a quest given by Council Member Reakash. The quest is called Reakash's Serenity. The 3 items you need are: Sample of Pure Water, Windchime which you can "buy" for 0 plat, and a Jar of the Wind Spirit which also costs 0 plat...this last item was confusing. You need to swim to the waterfall in the stream near the Undead Fishermen; once you reach the point where you gather the sample, you recieve the message "Task Stage Complete." Return all the items to Reakash for some XP and 1 plat. It wasn't enough XP at lvl 17 to notice. But now we all know what these are for.
