The quest you are referring to (Runic Ivory) asks to hand in 4 Icefall IVORY Tusks <notrade>, not the Icefall Mammoth Tusks. Hope it helps

There is a quest given by Wraithguard Thentil Strongarm called Runic Ivory that requires you to deliver 4 Icefall Ivory Tusk's to him in Valdeholm. He is around NEG 1525, NEG 1074. or look for him on your map. Hail him and tell him "Supplies" and you will get one of two quests. Just accept the quest and say again if you get the wrong one. Other one is for the 4 Icefall Grizzly pelts. Don't know what the reward is for the tusk quest yet but being that the bear pelt quest resulted in a wrist piece I would imagine it is also a piece of armor for the tusks as well.

a group member was saying he collected them to turn in for a armor piece. dont know who or where. I want to say it was for a chest piece or bracer because both were linked by another group member. Sorry this is so vague but it was late and i was tired. Anyone else have more info they can add?
