Ruins of Kunark
The best place I've found for farming Sarnak Blood is the fort complex that guards the entrance to Chardok.
There are 24 mobs in 4 rooms plus the fort entrance who are on a 6 minute respawn cycle. It is not unusual to get between 1 and 4 bloods each cycle.

A Sarnak Conscript in Field of Scale also drops Sarnak Blood
Never mind, the version that drops in Field of Scale must be the wrong kind. This vial is green and doesn't say it can be used in trade skills.

Got Sarnak blood off a Sarnak Conscript in Overthere.
The blood drops quite often in OT and usally rots
With a Cha of 75, I sold this to one of the PoK Vendors (craft ones near main bank) for 1g 6s.

Not only is this used in the Scale Temper but also (or because of that) in the Lizard Temper.
The Lizard Temper is used in "Cazic Thule" smithing, to make it you take the Scale Temper and combine it with a Tae Ew Blood Vial.
