I killed about 120 Sarnak Recruits OUTSIDE of the fort and didn't find the letter.
As soon as I went in the fort and killed ONE....I found it.
Hypothesis: The Sarnak Recruitment Letter is only found on Sarnak Recruits INSIDE the fort.

I have been hunting LOIO and have tons of these drop for me inside the fort. I let all but one rot as you can only have one at a time. Didn't know what they were used for till now.

Whats the drop rate. I've killed 40 to 50 now and haven't gotten a single one. Did V nerf the drop or has it always been this way?

It drops off sarnak recruits. don't know if other sarnaks also drops them.

only on sarnak recruits i have found tons of them in ill omen
