Is it just me or those the a withered 3.1" finger never drop i have been killing for the past 12 hours. 3 4" have dropped 3 3" have dropped and 3 2.5" have dropped

As far as I can tell, the fingered skelly is not a triggered spawn. He spawns about every 40 minutes.
I killed him three times in a row and got three different fingers. I don't know if he spawns with random fingers or spawns with sequential fingers. If the latter, it would make it easier to get all of them because you know what's coming next.
So you can camp his spawn location which you can find from EQAtlas. And while you are waiting, you can kill the other burynai and skellies wandering the hallways. Be careful of the Burnai though, as many of them are shadow knights and have a nasty harm touch.

clear out the undead oin he floor and sit and wait. PH or fingered pops every 15-18 min. he can pop evry time if you do it right, as i have had him pop 3 times in an hour. GL on this one, one finger seems to be a long wait every time you camp him.
What floor does we spawn on?

I leveled in here for a week and didn't see the finger once. The Guy that makes the fingered Skelly spawn is in the hallway on the stairs just south of where he spawns.

Im assuming the 4" finger is the rarest

There are actually four of these fingers of varying sizes: 4", 3.1", 3", and 2.5". All of these are dropped by the fingered skeleton in the basement of Kurn's Tower near the stables.
