It's a clickie effect that is for Ayonae Ro's Fight itself... SORTOF like the clickie face " Mirrored Mask " for OMM.. but not quite.. you figure it out

Based on the item's lore and SoE's modern trend of having some sort of item click aspect to their top tier events, I'd wager that its used in some way during the Ayonae Ro fight at the end of the PoR expansion.

im guessing this is a key why would anyone wear something that drops your hpsby 10 or evenif im reading it wrong and its an aura does 10 dmg to target

In player_vs_player environment, this would be great for breaking mezzes since it is a minor effect.
