I've had this sword proc stick on everything from krups in Sebilis to dragons in West Wastes - yes, DRAGONS! Of course, this proc can kill ya rather quickly if you're not careful. So have a secondary weapon on hand when you don't want it to proc.

The effect is a DOT + attack speed debuff.
It is essentially unresistable. (Resist check is like a lifetap but cold instead of magic based so it sticks even on uber-mobs).
If anything, this should be the effect of the Shaman epic.

Finally a RP themed weapon for my Eruidite Paladin of Prexuz that kicks major butt too boot! yay!

Soloing giants and other nasties has never been more fun! The sword may look like some rusty from Ill Omen, but the proc rules 8P It's funny watching a mob stuck in one place after a snare, trying to run away as its hitpoints slowly tick away hehe.

Hehe weapon weight no matter at all. me would use 50 weight weapons. me sometimes go without stamina for weeks<dose gnomies be hard to catch=(>
