Runed Coldain Prayer Shawl [Approved by the Dain]  

 

If you go through the texts for these quests, you will notice instructions to give the seventh shawl to Dain to receive the shawl Mk. II, that means the Dain has approved and sent you on to complete the eighth shawl.

The Mk. I shawl allows you to spawn the Dain to do your hand-ins, but you can only spawn him once during the quest. That is why you get the approved shawl, to keep people from respawning Dain over and over to get his loots (back when they were worth getting).
